Abstract:Social security, no new concept in Africa, exists over large parts of the continent through a system of family or tribal care. Unfortunately, the growth of towns and the spread of a money economy has meant that people have often been divorced from the relatives traditionally required to look after them. Tribal obligations have been evaded or have waned from disuse, and even in the rural areas the younger men normally charged with the duty of looking after their elders have left the village and there is no one to fulfil the usual obligations. This is why the new Governments of Africa are having to consider the patterns of social security which elsewhere seem to complement industrialisation.
