| Abstract: | Looks briefly at the broader national setting in the context of which the Mbere Special Rural development Program was introduced. The rest of the paper concentrates upon three main issues: - the impact of the SRDP agricultural extension effort upon output income distribution among Mbere farmers, giving particular attention to its impact upon the relatively poor in Mbere, - a consideration of alternative policies which might have been tested with a view to achieving the two objectives of increased output and an improvement in the absolute statut of the Mbere poor, - the implications for the future development of mbere of the assignment of individual title to land which by 1977 will be virtually complete.
