Abstract: | Examines the specific interrelationship between the growth of higher education and developing governmental policies. The article compares Liberia, the colony, with the United States, the colonizer, and shows that this interrelationship is structured by the attempt of a socioeconomic elite in each country to maintain their dominant position within the prevailing socioeconomic system.
