Abstract:The ideal is universal education, not compulsory education, though there is no quick way to achieve this ideal. Compulsory education is not the correct - procedure to adopt at this stage; a staggered educational plan may be more fruitful and more acceptable to the society in general. Nevertheless a large body of opinion in South Africa propagates the introduction of compulsory education among the Bantu peoples. Three main problems are mitigating against this immediate introduction: 1. the financial aspects of the provision of universal education; 2. the recruitment and training of teachers; 3. the absorptive capacity of the Bantu society. These problems are discussed in the article. The emphasis should swing away from the further development of primary education to the betterment of post-primary education and a programme of adult education should be launched. Tables, select bibl.
