Abstract: | Chiefdoma under chiefs ('batemi') are composed of villages under headmen ('banangwa'), The chief is assisted by a Council of State which can act as a check on his authority. The councillors are selected from among people related to past chiefs. Age-grade grouping serves as a basis for the formation of village societies for communal work. The system provides a safe-guard against labour-exploitation by chiefs. Since 1946 there is a Federal Council of Sukumaland which is gazetted a as a superior Native authority. Within the framework of a central treasury controlled by the Fed. Council each district federation remains free to dispose of its own revenue. Legislation on matters of general importance, applicable to the whole territory is enacted by the Fed. Council, legislation of local importance by district federations. |
