Abstract: | The record of a small practical effort in laying the foundations for local government, in associating the governed with their governors and arousing the interest of the former in their affairs. The tribe concerned was the Waarusha, numbering about 50.000 souls; at the end of 1947 the Govt., the Native Authority and the Laigwanak, the Waarusha's natural leaders (the leaders of the age-grades and clans) and the citizenry were all very much out of harmony. According to the recommendations of the Anthropologist's Report System of Pariah Councils (25) and a tribal council was set up. |
