Abstract:	The Wachagga have been helped by a regard for agriculture which developed unhampered by slave raids, by early missionary tolerance of and respect for local beliefs and by the traditional Bantu training in practical matters. They learnt social interdependence and acquired appreciation of good husbandry. Favoured by natural conditions and the early formation of the Native Coffee Union they made a smooth transition to a cash economy. The author discusses the development of education since 1920, the 10 year plan of 1947, the bush schools and the contemporary problems arising from various tensions: between the claims of education and schooling; between advanced and backward areas; between primary and higher education; between European central planning and African local feeling (the Chagga petition to U.N.O, in 1948). The success of the 10 year plan depends partly on the production of better teachers, but more on the development of local initiative.
