Abstract:Local government institutions in the developing countries have failed to promote the necessary activity and initiative from the people; general apathy and lack of interest is the rule. Community Development schemes are seeking to remedy this attitude. The community development programme, introduced by the government, is essentially an educational process whereby people are enabled to participate actively and to improve their communal life in order to overcome their apathy in the political life of the country, and in particular to strengthen genuine local government. In the Sudan where is a need not only to reorganize local government institutions but also to infuse a new spirit of self-help amongst the people, a pilot project in Community Development was proposed for Khartoum North rural council and more pilot projects were to be started. The scheme was to work in close association with the staff of the rural council. The range of activity is not confined to the economic sphere only, but also to the cultural sphere as well. The Community Development is discussed in the article.
