Abstract:This article of the Minister of Justice of Uganda was written before the constitutional crisis in april 1966. The Judicial independence is the keystone of the Uganda system. The author mentions the 7 elements of the administration of justice (among other things ensuring that justice is available to every person in the country, the responsibility of the minister as guardian of the Constitution and the Rule of Law) and examines each of these responsibilities separately in the context of Uganda and of any developing country.
