Abstract:In the light of resistances offered against campaigns and rural development programmes in the course of time, the author examines, after posing some theoretical assumptions about power and leadership, how far the bureaucratic arm of the government has stretched out during the implementation of rural development programmes in four rural Kamba and Mbere communities in East Kenya. With the aid of 5 operational bases of power, he has succeeded to identify several power hierarchies, and to assess their influence, whether successful or not, on a number of administrative decision areas. This investigation has proved that a study on questions of rural leadership and governmental intervention, must be based on a broad analysis of power relationships. Notes, tables, ref.
