Abstract: | The relationship between ideology, capacity and performance is examined in what many observers view as the most committed Afro-Marxist state, Ethiopia since the overthrow of Emperor Haile Selassie in 1974. The main thesis is that, like other African states, the capacity of the Ethiopian state to act autonomously is limited by the socio-political and economic context in which it operates at a given moment, and it is highly dependent upon its resource capacity in a given circumstance. The level of economic development and the degree of state consolidation are more important than ideology in determining the ability of the Ethiopian state to act autonomously. - Notes. |
