Abstract: | In this address Lord Twining, former Governor of Tanganyika deals with several important problems he had to face when he took over in 1949 Tanganyika as a Trust Territory and its relation to the East African High Commission the Ground-Nut scheme; The introduction of democratic principles into local government particularly the African native administrations; the reform of the old-fashioned Colonial constitution; the Report of the royal Commission on land and associated problems in East Africa; the Africanisa of the Tanganyikan African National Union (TANU); the elections; The multiracial policy; the introduction of english institutions; the tribal system; economic and educational policy.
