Abstract: | In Ouagadougou (Upper-Volta) only a negligible part of the population live in durably built houses. However, there is no shantytown, no temporary shelters made of corrugated iron sheets or second-hand boards. There are 'spontaneous' districts, evidence of uncontrolled application of land and anarchic urbanization. The poverty stricken newcomers settle in the peripheral zones (Cissin, Zogona, Tampony, Kalzodu, etc.) where they build their dwellings themselves in agreement with the local traditional authorities. These substandard urban district housing almost 40% of the population of Ouagadougou, are characterised by an almost complete absence of infrastructure and facilities. This situation had attracted the attention of the public authorities, who with the cooperation of the U.N., prepared in 1973 a pilot project for the improvement of the living and housing conditions of the low income dwellers. The area chosen for the experiment is a part of Cissin district where both restructuring and pilot-parcelling were undertaken. Ref., notes, table. |
