Abstract:A response to Canada's policy towards southern Africa as it appears in the government's White Paper, Foreign Policy for Canadians. This Black Paper emerged from a group formed in May 1970 provisionally calling itself 'The Committee for a Just Canadian Policy towards Africa'. The authors are: Dr. Garth Legge, Professor Cranford Pratt, Mr. Richard Williamsy Mr. Hugh Winsor. This statement first appeared as the September 1970 issue of Behind the Headlines, a publication of the Canadian Institute of International Affairs. The first section sketches the realities of the ruthless oppression to which the indigenous black majorities in southern Africa are subjected, and also outlines the threat which South African expansionism poses to the independent states to the north. The second section proposes an alternative Canadian policy towards southern Africa. Notes.
