Abstract: | In a region of volatile politics and frequently shifting alliances, naval diplomacy may present both Western and Soviet policy-makers with a means to obtain low-cost influence and capabilities at a fairly low risk. The Horn of Africa may be just such a regions both the United States and the Soviet Union maintain naval forces in the Indian Ocean while Prance bases a naval squadron and maritime surveillance aircraft at Djibouti on Bab el Handeb. Can naval units influence politics on the Horn? What are the off-shore interests of the major powers? Are the Straits of Bab el Mandeb an important factor in the naval strategic calculus? Notes. |
