Abstract:The concept of a total strategy has recently received a great deal of attention in South Africa as a counter to the 'total war' waged against this country. Deterrence strategy, as part of a total strategy, is one of the essential components of a total strategic plan. The concept of deterrence is discussed as applied to the South African situation, as is South Africa's deterrent capability at each of the three levels of use of force, viz. the nuclear level, the conventional warfare level, and the cold war level. The functioning of deterrence at each level as well as deterrent interaction between the. various levels is crucial in an assessment of the overall deterrent situation. Ref., appendix listing the comparative military strenghts of selected states.
