Abstract:This article focuses on the variety of actors in the foreign policy system of Zambia; it is not concerned either with the ideology of the foreign policy or with the structural constraints within which decision makers operate in Zambia. The focus is on the relevant part of the operational environment which effects foreign policymaking in Zambia, especially on the structures of government and industry domestic and foreign interests, and on communication between these actors.
