| Abstract: | Livestock development programs in arid and semi-arid pastoral and sedentary regions in Africa have been especially discouraging in terms of achieved results. In this article the authors address the general problem of why the livestock industry is not developing, and analyse alternatives related to one major source of concern: communally grazed areas. A perspective regarding sub-Saharan Africa's livestock industry is developed by explaining the dynamic setting in which it is found; the factors involved in communal grazing are spelled out; an economically-based theoretical framework for evaluating African common property problems is presented; and various policy alternatives are compared. - Fig., notes, ref., tab. |
