| Abstract: | This study begins by describing something of the background and administrative system of urban local government in Uganda. Second, some aspects of the finance of urban administration are discussed using the particular case of Kampala as being the largest and most fully developed institution in the country. Third, is a section setting out come of the problems which arise from the fiscal relationships between the urban authorities and the central government and which also discusses some features of urban development in relation to the general development of the economy as a whole.
