Abstract:The Nigerian institutions of local government are in great need of review, reform, reorganization and revitalization. This is exposed in the following sections: Introduction - Defects of the existing government system - Proposals for reform - Analytical models - The data - Empirical results - An evaluation of government's reform proposals - Conclusion.
