Abstract:Reviews some recent developments in out-of-school education in Africa, with particular attention on adult education in Tanzania, the Village Polytechnics in Kenya, and Brigades in Botswana. A tentative conclusion is that the keys to successful non-formal educational programmes lie in the linkages between the training institutions and the market, between the institutions and the formal system, and between the institutions and the government. The author has also identified five research priorities: to examine the said linkages; to establish cost benefit data; to scrutinize the administrative or institutional arrangements for developing non-formal education programmes; to survey attitudes of both trainees and the parents and communities that support them; and to investigate the secondary and long-term effects of non-formal education programmes.
