| Abstract: | The author draws up a balance sheet of the achievements and failures of the former president Obote, set against those of Nkrumah whom he acknowledged as his political mentor. In the first section he describes Obote's success in laying the groundwork for a united republic. In the second section he describes the measures Obote took in relation to education, the civil service, tribalism, health, rural development, law reform, land and labour, the army, foreign policy, economic policy and nationalisation, africanisation and socialism.
