Abstract: | The present article originally appeared under the pseudonym of 'Frank Talk', but actually had been written by Steve Biko. It deals with fear - an important determinant in South African politics. White people; working through their vanguard - the South African police - have come to realise the truth of the maxim - if you cannot make a man respect you, then make him fear you. The tripartite system of fear - that of White fearing the Blacks, Blacks fearing Whites, and the government fearing Blacks and wishing to allay the fear amongst Whites - makes it difficult to establish rapport amongst the two segments of the community. |
