Abstract:After some general remarks on ministates the study is concerned with the questions of possible independence for the French Territory of the Afars and the Issas and its potentialities for national integration and continuation as a viable independent political entity. The first section deals with the problems of nation building within the territory, i.e. the economy, cultural pluralism, elite formation, political consensus building, and institution formation; the second section considers the external variables which impinge on the territory's nation-building potential: the interests of adjacent states and great powers which may facilitate or impede the territory's capacities to attain nationhood.
