Abstract: | Between 1747 and 1960 the archipelago of Cape Verde suffered over 50 years of drought. Since 1968, the longest drought struck is in its ninth consecutive year. The output of maize, the staple food, has averaged about 1/10 of predrought levels. Though Portugal provided charity under the apoio system in 1968-74, the Salazarist regime never attempted to solve the basic problems. It never bothered to exploit the vast underground water reserves. After independence PAIGC has pursued despite nationalization of large estates and the abolition of the parceria system, a generally conservative agrarian policy. It also had to tackle two political challenges: 1. to guarantee its political hegemony and 2. to prepare the groundwork for the eventual unification with Guinea-Bissau. Thus the new regime has held back from distributing the land to the peasants, established an one-party state and sought closer ties with the United States and other Western powers. Map; photos. |
