Abstract: | During the early 1970s the Tanzania leadership embarked on a big venture of decentralising the government administrative machinery, and by establishing new institutions, such as village councils, a village government and a number of committees (1975 Villages and Ujamaa Villages Act), and new communication channels, it now emphasises the necessity of people's participation at different levels. In the present paper, the author first looks at the participation structures before decentralisation, in order to identify the apparent shortcomings that prompted the government to take the actions it has taken so far. He then proceeds to describe the current decentralised programme, paying special attention to provisions for people's participation in planning, and lastly, he concludes by pinpointing a few problem areas which may still hold back its optimal utility. Though the situation in Tanzania has grown to a level where it can be said that the people are well involved in planning for their own development, there are still some weaknesses, the main problem so far being the inability of the people to draw up proper plans.
