Abstract:This article examines the historic construction and durability of confederations. The author then applies such historic example to the fragmented South African polity and suggests avenues for the pulling together of diverse parts. Contents: the basis in contract - the declaration of purpose - a secretariat - a sovereign council - an arbitration procedure - a national myth - a shared task, or collective property? - international personality (citizenship) - legitimacy - is confederacy a stable form?
