Abstract:Review of the 1969 University Report on Rural Development in Kenya - popularly known as the Heyer-Ireri-Moris Report. This report, which is now in book form (J. Heyer, D. Ireri, J. Moris, Rural Development in Kenya, Nairobi, 1970) is based on the 1968 (June-September) Survey which was carried out by the university government complex. This paper assesses the contribution of the report in the light of what has happened thusfar in the process of planning and implementation of the Special Rural Development Programme.
