Abstract:When the Ivorian Government began to envisage the creation of a separate ministry for Scientific Research, and convened a meeting with leading foreign experts in that field, these experts strongly rejected the idea as impractical for an underdeveloped country. Nevertheless, the Ministry started functioning in November 1971. Today, the very experts who had advised against it, and research administrators from ail the industrialized and many less-advanced countries, come to Ivory Coast in order to learn from this Ivorian Ministry's approach and experience.
