Abstract:Important as the issue of de-industrialization in Africa appears to be, as yet there is no consensus on whether one is observing simply the shrinking of inefficient, previously protected activities and the reallocation of resources in a direction in line with comparative advantage, or a more fundamental cumulative decline in an important sector. This article considers alternative definitions of de-industrialization and uses a cross-country panel data analysis covering 86 countries over the period 1975-1993, including 16 from sub-Saharan Africa (SSA), to test the degree to which the economic structure in SSA differs from that found in other countries of similar income levels. The results of the analysis provide no support for the general proposition that as a region Africa has been experiencing a degree of de-industrialization not found elsewhere. Performance within the region has been diverse. For seven SSA countries a pattern of de-industrialization can be identified. In nine SSA countries there is no evidence of such a trend.
