Abstract: | This article looks at recent attempts to promote sustainable forest managent in Ghana through the Timber Resources Management Act (1997). After outlining the causes and extent of deforestation in Ghana - the reason for the new legislation - and after an overview of the Act, the article examines the key issues arising out of the new legislation, in particular the major potential problems of the Timber Utilization Contracts. The focus of the analysis is the probable effect of the Act on the timber industry. The Act's novel provisions include social obligations imposed on entrepreneurs and environmental responsibility. Through a discussion of the Act's provisions on entrepreneurs, its decisionmaking procedures that set out a role for local communities as well as a wider range of government agencies, and the lack of precision in fundamental provisions, the article argues for a review of the legislation in order to promote the optimal use of timber resources while, at the same time, protecting the interests of timber entrepreneurs.
