Abstract: | This article reflects on housing policy in South Africa against the background of trends in world housing policy. It provides an overview of the development and application of post-1990 and postapartheid South African housing policy in the Bloemfontein-Botshabelo-Thaba Nchu (BBT) region of the Free State province in terms of the New Housing Subsidy Scheme and against the background of World Bank housing policy. Despite certain similarities between the World Bank and South African policy, it does not seem as if the South African policy in this region is catering for the poorest of the poor. Rather, it results in directing a relatively large sum of money to a small group of better-off households. Housing delivery fails to cope with urbanization trends: only a limited number of houses have been delivered in Bloemfontein, the centre of urbanization in the BBT region, in contrast with a relatively high volume of delivery in the small towns of the province. The current subsidy is not viable. Greater equity amongst beneficiaries of housing policy should be ensured. The possibility of separating infrastructural service provision and top structure should be considered. Housing delivery should focus on areas of population and economic growth. Finally, institutional capacity building is required at all levels of government. Bibliogr., notes |
