Abstract: | The implementation of a range of Spatial Development Initiatives (SDI) is a critical element in postapartheid economic development planning in South Africa. SDI planning lies at the heart of government initiatives for restructuring the space economy. This paper investigates the planning and context for one of the latest and increasingly important tools which is being implemented within the SDI programme (1995), namely that of the Industrial Development Zone (IDZ). First, the international context for the conception and implementation of the South African IDZ programme is analysed. This section deals with globalization and export manufacturing, Export Processing Zones (EPZs) and Special Economic Zones (SEZs). In the second section the key features, principles and objectives of South Africa's IDZ programme are presented. The planning of the proposed IDZs must be viewed in relation to other types of export-oriented infrastructure. Within that context, they are a form of export-orientated infrastructure incorporating the best practice of the modernized version of the EPZ. In the final analysis, the IDZ initiative will depend on the dynamics of the international competitive environment for industrial investment. Bibliogr. |
