Abstract: | In South Africa, seventy percent of those people who are categorized as poor reside in the rural areas. So, in the early days of his rule, President Mbeki unfolded a plan to eradicate rural poverty. The core of the plan was an integrated national rural development strategy, including a shift in resources to local government. This article outlines the many obstacles on the road to real development of the rural areas and pays attention to the many organizations involved in the process: the (white) South African Agricultural Union (SAAU), the (black) emerging National African Farmers Union (NAFU), and the organizations which are members of the Rural Development Initiative (RDI), an attempt to coordinate rural NGOs and community-based organizations. The article shows that more than three years after their election, local governments still lack the capacity to implement integrated, sustainable rural development. Bibliogr., sum. (p. 10). |
