Abstract:Developmental local government (DLG) as an official policy objective and broad strategic framework in South Africa represents the first sign that the second wave of postapartheid urban reconstruction is beginning. This article explores in detail the genesis and content of DLG, adopting an approach that combines the historical with the contemporary, the global with the local, and the technical with the political. The first section demonstrates the historical precedent for designing and institutionalizing policy frameworks that fundamentally alter the urban space and its governance. The second section draws attention to the content of DLG and highlights the global debates pertaining to integrated development that have informed and shaped the second wave of postapartheid urban policy. These two inroads provide the foundation for investigating the South Afrtican notion of DLG and its intended operationalization. The opportunities and challenges of the new framework of local government form the focus of the remainder of the article. Bibliogr., notes, ref.
