Abstract: | This article reviews public service transformation experiences in South Africa at the provincial level with a focus on North-West Province. In assessing the implementation of this transformation, a number of contradictions are considered. There is an urgent need to introduce policy analysis skills if the government is to improve its performance. In the intergovernmental context, there is a need for more effective coordination. The gaps between multiple policy reform initiatives introduced since 1994 and implementation of these policies seem to be due to policy management capacity shortcomings in government. Because of the number of initiatives and capacity problems, provinces often feel overwhelmed. During August 1998 a survey was conducted among heads of department in the North-West Province. Questions put to these senior managers dealt with the White Paper on Transformation of the Public Service, transformation gains, interventions which can fast-track transformation processes, and factors that impede or advance transformation efforts.
