Abstract:This article, a paper read at a conference organized by the Bank of Namibia in November 1999, examines some of the challenges that banks will have to face in promoting efficiency in payment systems in the new millennium. While these challenges can be looked at globally, the article is limited to the challenges for banks in the SADC region. These include the development and implementation of Real-time Gross Settlement (RTGS) Systems for large-value payments within the first five years of the new millennium; 'leap-frogging' from mainly paper-based systems to electronic systems for retail payments; the strengthening of liquidity and treasury management systems to minimize credit and liquidity risks; improved risk management in foreign exchange settlement; new and innovative payment instruments and services; ease of access to and convenience of payment services and facilities; training and reorientation arising from new legislation, rules and procedures governing payment systems; interbank and non-bank competition for the provision of payment services; the integration of SADC regional payment systems; and meeting international standards.
