Abstract: | This paper examines the problems and prospects of subregional cooperation in the Indian Ocean, dealing with theoretical concepts of regionalism and the subregional approach, discussing the nature and potential of subregional cooperation in the Indian Ocean Region (IOR), and indicating potential areas, or sectors, of such cooperation, in particular between India, South Africa, Mauritius, Madagascar and Kenya. The subregional approach seeks to build a cooperative framework which aims at transforming the efforts and benefits of economic development from nation-States to a larger entity, or subregion. In March 1997, the Charter of the Indian Ocean Rim Association for Regional Cooperation (IOR-ARC) was signed by 14 countries. The paper suggests a growth triangle, or growth rectangle, approach to subregional cooperation on the part of selected IOR-ARC members, taken together with sectoral cooperation. In this way, a network of subregional groupings can be brought into being in the IOR. This method will help fast-growing economies as well as the poorest countries and it will provide opportunities for smaller countries, which otherwise cannot participate in larger regional groups.
