Abstract: | This paper examines two inquiries into poverty in South Africa funded by the Carnegie Corporation of New York, the first in the late 1920s to early 1930s and the second during the 1980s. Hitherto there has been little analysis of the second inquiry. In neither case has there been more than passing reference to the contribution of the Corporation, except as funding agency, to the inquiries or to their significance within the countries of what is frequently referred to as 'the North'. This paper examines these questions. The first part focuses on the cultural and intellectual roots of both inquiries within the hybrid structure of the Corporation. In the second and third sections, each of the inquiries is analysed in turn. In doing so, the paper does not explore their contents in detail; rather, it examines the contexts within which they were conducted, the research process itself and the dissemination of the findings. Emphasis is placed on the perspective of the New York based Corporation. Notes, ref., sum. |
