Abstract:There are more than 12 million People of Indian Origin (PIO) spread in 136 countries. Most of them are settled in Africa, the Caribbean and Oceania. This paper examines issues relating to PIO in various African countries, their problems, their crises, their constraints and aspirations in order to understand the policy response from India. Until now India remains the only country to which PIO can turn to in times of crisis. For understanding the Indian diaspora in a comparative international perspective, two aspects need to be understood - one, the contextualization and the position of PIO in their countries of adoption and second, the international force or support to which they relate themselves for their identity and safety. The paper captures both the concrete reality of PIO in a region (Africa) and imperatives and constraints of Indian policy towards PIO in order to arrive at a generalization of trends and issues relating to PIO.
