Abstract:Street trading policy must balance the needs of traders and the mandate given to local authorities to manage cities. The present article analyses the efforts of the Pietermaritzburg Council (South Africa) to confront this challenge. It considers the implementation of the Pietermaritzburg-Msunduzi Transitional Local Council's Informal Street Trading policy and examines whether the policy has succeeded in its aim of managing informal street trading in the Church Street Mall in Pietermaritzburg and whether the policy has created an enabling working environment in which street traders can legally trade. It is based, amongst others, on a survey of 67 of the 79 traders with permits who trade in the Church Street Mall. Bibliogr., sum. (p. 8).
