Abstract: | Since its inception, the African Commission on Human and Peoples' Rights has appointed three special rapporteurs. The first, the Special Rapporteur on Summary, Arbitrary and Extrajudical Executions, was appointed in 1994. The second, the Special Rapporteur on Prisons and Conditions of Detention in Africa, was appointed in 1996. The third, on the Conditions of Women in Africa, was appointed in 1999. This paper examines the work of the Commission's three special rapporteurs. It analyses the factors contributing to their success or failure and describes the implications of this for the future of the practice of appointing special rapporteurs. Notes, ref. |
