Abstract: | In 2001, immigration policy in South Africa is still governed by legal and regulatory mechanisms inherited from the old regime. Two central questions arise in attempting to evaluate the period from the end of apartheid in 1994 onwards: first, why has it taken so long for government to formulate and implement a new postapartheid immigration policy; and second, what have been the consequences of persisting with an old regulatory machine designed by the apartheid State.
