Abstract:This article describes certain processes of change adopted by the government of South Africa after the 1994 elections in an attempt to transform human resources management in the public sector. It shows that the government is faced with a number of problems (reasons for change), some of which emanate from the legacy of the apartheid past. Drawing on the content of current Acts - the 1996 Constitution, the Public Service Laws Amendment Act 1997, the Public Service Commission Act 1997, and the Basic Conditions of Employment Act 1997 - as well as various Bills, White Papers and a code of conduct for the public service, the article identifies and discusses some of the concerns and issues in public human resources management.
