| Abstract: | In May 1998, a draft treaty for the reformation of the East African Community (EAC), comprising Kenya, Tanzania, and Uganda, was released. The authors briefly describe the events leading to the reconstitution of the EAC and the contents of the new treaty. They consider possible explanations for the reformation of the EAC, including pressures arising from various levels: global, regional (shortcomings of Comesa, the Common Market for Eastern and Southern Africa), national, meso (business organizations and the private sector), local (informal cross-border trade) and individual (political leaders). In order to assess the potential success of the new community, they evaluate the degree to which the extant problems of the original EAC have been addressed. Notes, ref. [ASC Leiden abstract] |
