Abstract: | The change of government in Zambia that took place following the elections of 31 October, 1991, was not just a change of government as in the US or the UK where a new administration comes in after parliamentary and Presidential elections. In Zambia there was a transformation of the political system, from one based on the supremacy of a political party which was espoused by the ruling United National Independence Party (UNIP) in its constitution and practice, to a totally new system where the will and consent of the people is the basis of the power and legitimacy of government.
