Abstract:Like their counterparts in other regions of the world Southern Africans want to provide their economies with a growth impetus by deepening their integration. However, the region itself consists of a messy cluster of different overlapping multilateral and bilateral trade arrangements. This paper on regional economic integration in Southern Africa first describes the theoretical and empirical linkages between international trade and economic growth. Section 2 presents graphical models of Free Trade Areas and Customs Unions as well as one that captures economies of scale and imperfect competition. All of them are addressed within the Southern African context, whereby South Africa as the major and most industrialized economy of the region is given special emphasis. Section 3 discusses the benefits and costs of regional integration arrangements (RIAs) based on simulation and empirical studies for various regional trade agreements. Section 4 presents the overlapping RIAs in Southern Africa and discusses the advantages and drawbacks of a cluster of RIAs. The paper concludes that South Africa should put more emphasis on trade liberalization and a more pronounced legal harmonization of investment rules, taxes or standards with the EU or the US than with its hinterland.
