Abstract: | 'Quiet diplomacy' is identified as one of the foreign policy instruments applied by President Mbeki and the government of South Africa in response to the growing crisis surrounding the June 2000 elections in Zimbabwe. However, this has been accompanied by a simultaneous 'double track' approach. The author examines South Africa's foreign policy towards Zimbabwe, some of the criticisms levelled against Mbeki's approach, and various possible alternatives. She notes that South Africa's handling of the Zimbabwe crisis illustrates wider problems in its relations with African States. Ref., sum. [Journal abstract] |
