Abstract: | In South Africa, municipalities are required to set housing delivery goals, identify and designate land for housing development, and create and maintain an environment conducive to housing development that is financially and socially viable and sustainable. This paper explores the history of the Wesbank housing project in the Oostenberg Region of Cape Town relative to these integrated development planning (IDP) principles. The paper formulates two problem statements - that the housing process followed in the Wesbank project did not adhere to the principles of 'sustainable housing development' as defined in the 1997 Housing Act; and that the Wesbank project did not contribute to the improvement of the socioeconomic well-being of the community, as intended by Developmental Local Government (DLG). Based on a narrow and a broad interpretation of 'sustainable housing development' as defined in the 1997 Housing Act, the paper concludes that the problem statements contain elements of both validity and invalidity.
