Abstract: | The author focuses on the question of ethics and professionalism in the African (anglophone) public service and the failure of public policy programmes in sub-Saharan Africa. His aim is to design a training methodology for ethics mainstreaming in the public service in Africa. Key questions involved in the development of such a training programme are outlined with a focus on the role of civil society organizations, specifically religious organizations. Bibliogr.
